Wideband not working properly?

I have never had a wideband in a car before, only a narrow band. They only time the gauge will give any real reading besides 22.xxx is at WOT when it reads 11.7ish. Is this right or should it be fluctuating under different throttle conditions?

This is the first I've heard anyone having issues with it.Very odd.
