Powdercoating is great right up to the point it needs some kind of repair. Which, if it's on something that gets DRIVEN, is pretty often.

The only way to "repair" a powdercoated part is to remove it from the car, strip it completely, and refinish it at a shop that can apply the powder and put it in an oven. That's kind of a pain in the ass, especially if it's something big and hard to remove - like the frame of a car.

Just strip them and paint them. Powdercoating, in general, sucks.
