sure thing, when you lower your car, you are changing the geometry of everything. for example, everyone focuses on the rear with lowering brackets and control arms and adjustable panhard bars. so what do you do about the front wheels? you could replace your front control arms but thats pretty expensive so instead you extend the bumpsteer and your balljoints. this allows you to get your car back to a stock ride quality. this is especially noticable with turn in.
