To me, it seems that SAE levels the playing field more.
From some of the posts here, there is a 3.31 car exactly like mine making the same HP and TQ than mine with 3.55s does in STD

1) Gearing doesn't make horsepower.
2) There is very little difference between 3.31 and 3.55 gears.

I know this. Bit gearing changes how well the power/torque from the motor is transferred to the ground, this giving a higher reading. It accounts for drivetrain lose. That's why a weak car with 4.10a can hook like hell, but still fall on its face up top.

Gearing simply just moves the powerband around. If a car doesn't make enough horsepower to use a steep gear, it's going to fall on it's face like you are saying, however it's not going to manipulate a dyno as you think it will.
As for 3.31 vs 3.55, there is almost no difference between the two gears at all. I've got a 3.31 car, you and I could race and we'd be shifting at the same times providing traction is not an issue.

hp can vary from dyno to dyno and day to day. Some cars are just freaks and some just simply dont make good power.. I have seen the new 5.0's make as low as 310 hp and as high as 405 hp to the tires bone stock!!
The only way to get a 100% true hp number is to pull the motor and measure hp at the crank. There are so many things that can affect hp numbers...
