Default Pulley Question

Alright so finally got the damn Fox home tonight after the battery/alternator were done and I ran a quick test with my voltmeter, with the car running it's holding mid 13 volts. With the heater, lights and radio on it seems to be holding 13.1-13.3 volts. I'd rather see closer to 14 with all the accessories running...

If I pull off the billet idler pulley where the A/C compressor delete is and replace it with a smaller diameter idler it should in theory spin that alternator (albeit only slightly) harder and generate a little more voltage right?

My other question, kinda related is this... so I pulled up to the gas station, went in, came back out and went to hit the ignition....nothing. Wait a minute, nothing... wait another minute...fires right up. Battery not got enough amps or loose connection somewhere? The damn car is low so I can't just peek down at the starter itself.

Otherwise, this car should be a lot of fun if it dries up outside...lol.
