Default Front end vibration

Hey all, need some assistance please. 1999 GT that has started a pretty decent vibration at 30+ MPH. I've added new tires and had them balanced 3 times and each time weights fall off so now curious if I have another issue that is causing my issue, something in the front end or a bad tire?

I know it isnt a warped rotor and so far all indications do not point to a wheel bearing. What are some other items to check next? Want to keep from change this part, then another, then another so any troubleshooting advice would be greatly appreciated.

Thanks.

Doubt it is a rim as I dont recall hitting anything and it was starting up before new tires so doubt the shop did it. Guess I'll look at ball joints next. Thanks!!

Does it vibrate any speed above 30 mph? Does is get faster as the vehicle gets faster? is it just rolling or when on the brakes?
