Default Extra harness on my front bumper

Does anyone else's front bumper have an extra what appears to be fog light harness towards the bottom of their front bumper? I dunno what it's used for. I will snap a pic of it later

No I'm not positive, but I am pretty sure it's a light harness. Looks almost identical to the fog light harness on my 07
