Because that is what sells tickets, merchandise, endorsements, sponsorships, money from the state etc. It's big business and there is much more to it than just baseball and he figured that out a long time ago. The very same reason Jerry Jones still holds on to the Cowboys even though they suck - because it's a money makin machine.

There is a cap in football not in baseball very big difference. Put a cap in baseball and lets see if the yankees win another 27 world series in the same amount of time.
