In my opinion, yes. I had a 305/35 on a 11 inch wheel and it was perfect flat side wall with no rubbing. Running a tire that bulges out is not only ugly as hell, but it's also dangerous.

Must not be that dangerous or companies wouldn't do it from the factory. Of course may be different on cars vs trucks


OP as far as color, I think black chrome would look pretty cool

Way different when talking about wide truck tires on a smaller width rim. Also depends on the tire and sidewall design
